Prep for splitting the operator across the OSS and Enterprise monorepos, peeled off of #5170 so each piece is reviewable on its own.
The Elasticsearch client helpers move out of the shared controller utilities into the log storage tree, where the only callers live. No behavior change, just the move plus the import updates.
