Removes the 299 milestone ids from the comments in R/*.R, with the task and review labels that pointed into them. Comments that only made sense with an id now state the fact or reason directly. Decision ids (D-nnn), principle ids and review-report pointers stay.
Comments only: the parsed code of every R file is identical to main, and man/, NAMESPACE and DESCRIPTION are unchanged. Locally, devtools::test() has 0 failures and devtools::check() gives 0 errors, 0 warnings and 0 notes.
