Adds a
CLAUDE.mdat the repo root documenting what this package is (the oclifcodegenCLI), the npm/Node 22+ toolchain, the three-tier testing model, the generation architecture, and the repo-specific conventions.This is the guidance file used by Claude Code (and useful as onboarding docs for contributors). Split out into its own PR so it isn't lost alongside unrelated code changes.
