docs: delete the technical changelog, trim /releases to supported versions - #2038

Release notes are published on sourcegraph.com/changelog; older changelogs are no longer supported. Redirect /technical-changelog and /CHANGELOG (the target of the GitHub release notes for 5.4 through 5.7) there, and drop the Notes link from /releases rows older than 5.7.0. Sourcegraph supports the two most recent major versions, so the Supported Releases table now filters the release registry to those (7.x and 8.x today) instead of listing everything it returns back to 6.4. Drop the always-checked Supported column and the hand-maintained Deprecated Releases table, which stopped at 5.10; sourcegraph.com/changelog/releases lists every release. Removed introductory paragraph and streamlined release information.
v8.0.0 and v7.7.359 rather than "8.0 Patch 0" and "7.7 Patch 1", matching the sourcegraph.com/changelog URLs the rows link to. As part of this PR, do we want to remove 3.x to 5.x from the legacy versions page (https://sourcegraph.com/docs/legacy) as well? |

@enriquegh yes, in a follow up PR, we should either delete that page if it's no longer needed, or rename it from "legacy" to "versions" or similar. |
