ci: fix macOS LZ4 dependency step condition #998
Description
.github/workflows/lib-build.yml checks runner.os == "MacOs", but GitHub reports macOS. The Homebrew libev lz4 step never runs, so mandatory Cython wheel builds can fail when LZ4 is absent.
Fix the condition and verify both macOS wheel targets.
