This PR adds markdown lints and style checks.
The CI jobs are copied from https://github.com/rust-lang/infra-smoke-tests/blob/fcf4cb35cc4ef064b91abc8c2a8d6ea68a69ca3c/.github/workflows/markdown.yml
But the prettier action always installs the latest version, leading to unexpected failures, see creyD/prettier_action#154
So that check is linlined, following gfx-rs/wgpu#9759
