Bump golang.org/x/crypto to v0.48.0, golang.org/x/text to v0.31.0 and the PostgreSQL JDBC driver to 42.7.14 in the Go and JUnit test suites. pgx stays at v5.7.6, since later releases require a newer Go toolchain than the tester image provides.
Bump default_version to 1.2.4 and add the (empty) 1.2.3--1.2.4 upgrade script, since there are no SQL-level changes in this release. Extend the regression test to exercise the new upgrade step, add release notes and an RPM changelog entry, and point the packaging defaults in pkg/common.sh at 1.2.4.
