Builds on #294 (billing phone verification inputs); merge that first.

Adds was_verification_successful and verification_time to withEmail(), as array keys or as the wasVerificationSuccessful and verificationTime named arguments. They describe the most recent verification of the email address. When input validation is enabled, the flag must be a boolean and the time an RFC 3339 date-time. The new parameters come after the existing ones, so positional callers do not break.
