ci: Restore draft release creation when pushing tags - #294

When adjusting the release workflow to support starting it via manual dispatch, it looks like we broke the automated version supposed to run when pushing tags: the draft-release has no "if:" condition, which GitHub apparently interprets as "if: success()", covering all the chain of job dependencies, which we fail to pass because the initial "validate-tag" job is skipped (and does not pass with success) in that case.
