Add an arm64 image for NVIDIA Tegra boards with two test suites:

  • uapi-test (https://github.com/cyndis/uapi-test) tests the host1x/TegraDRM userspace interface: syncpoints, channels, GEM, job submission and the VIC and NVDEC engines. It is built with Debian's Rust toolchain, which is removed again afterwards.
  • tegra-tests (https://github.com/thierryreding/tegra-tests) checks a board against a description of it: the devices and drivers it should have, warnings and errors in the kernel log, CPU hotplug and frequency scaling, DRM devices. It needs python3, python3-pyudev and libdrm2.

Both are pinned to a commit. The image also carries the VIC and NVDEC firmware that TegraDRM loads when a test first uses an engine, from a linux-firmware commit recent enough to have the Tegra234 and Tegra264 files.
