Updated Go, Helm and Kueue configuration to match v0.19. KueueDRAIntegrationExtendedResource feature gate is enabled by default in v0.19. Patch 'build(deps): bump sigs.k8s.io/kueue from 0.18.3 to 0.19.0' by dependabot is included. Signed-off-by: Patrik Flykt <patrik.flykt@intel.com>
