than fixed: EC-25, the suite never exercises setting the main window's target encoding;
and EC-26, the driver trusts an enabled flag that was observed stale for five seconds.

#### Reproduced afterwards, on 2026-09-09

**The executable does reproduce byte-for-byte. The record above is left as written,
because it is what was true when the release was made.**

.NET 10.0.12 was installed on the checking machine shortly after the release, and a clean
detached checkout of the tag republished to exactly the shipped bytes:

```
published and driven 698e558f1502d32af0289f4a37b697c41fdd56850cd517a7e86d418b60f1280f
rebuilt at 10.0.12 698e558f1502d32af0289f4a37b697c41fdd56850cd517a7e86d418b60f1280f
```

So the v3.13.0 link is unbroken after all: every release since has been rebuilt from its
tag. What actually happened is smaller and more embarrassing than the record above
suggests. The check ran against a machine one runtime patch behind, and the right response
was to install the patch and try again - not to write the gap into the permanent record
and ship without the evidence.

The observation about pinning stands and is the part worth keeping. Both workflows resolve
`dotnet-version: "10.0.x"`, so this evidence still depends on the checking machine
happening to hold the same patch, and nothing reports the moment it does not. The failure
mode here was a false negative; the same looseness could as easily hide a real one.

## Known limits

- No detector can recover an author's historical legacy encoding when the same bytes admit multiple plausible readings. EC refuses automatic legacy conversion instead of guessing.
