Humm, the 3.1.3_Final bugs, we should click on the flag to back to a stable situation.
If i dont click on the flag, I can show my content in english and french like the module was inexistant.
We'll need to find a way to set it up as a default your local language (in
your case, French), so when the new user arrives and doesn't have a cookie,
the system will serve the local language as a standard.

You can comment out the line 45 and line 128 in the /api.php file, and see if it helps
It's interesting that @liomj had the opposite problem. I'm curious what was different with how your configured your system and how you're using it.
What language did you set as your default?
