ARM-3180: Remove staffbasedev/staffbasetest references

What has been done?

• SSODataTest uses neutral sample values instead of the staffbasetest slug and branch ID.

Why was this done?

staffbasedev (dev/de1) and staffbasetest (stage/de1), the last non-whitelabel standard apps on dev and stage, will be deleted. This PR removes the references to them.

How to test the changes?

• CI.

Merge: Anytime. No runtime change.
