The current Employment Module sql/employment/get_military_employment.sql and sql/employment/xref_block_to_mgra.sql files only allow for Series 15 MGRAs.

Update the files to allow Series 16 MGRAs.
Describe alternatives you've considered
Now that we have resolved the double hop issue we can go back-and-forth between the Estimates and GIS servers so that may allow greater flexibility in solving this issue than we had previously.
