Description of the problem being solved:
This adds a gem quality breakdown which looks exactly like the levels breakdown sans the corrupt level. I also renamed the "GemItemLevel" mod to "GemGlobalLevel" since it includes tree stuff and feels more accurate.
Gem tooltip code was also updated to look more like in-game, similar to what #1992 did for skill levels.
This is stacked on #2521 since it edited the same code.
