Update certifi 2025.8.3 -> 2026.10.19 in uv.lock only (targeted uv lock -P certifi, diff minimized to certifi). Internal/eval tooling, lockfile-only. Benchmark Dockerfiles layer on SDK image and setup-uv@v7 is unpinned, so no Dockerfile/workflow change needed. Co-authored-by: openhands <openhands@all-hands.dev>

uv lock -P certifi. Diff minimized to certifi entry only (3+/3-); unrelated marker churn from newer uv excluded.Classification
