OAT DEC was wrongly configured through commonSteps, getting the same DEC Circumference as OAM. OAT has this set in configuration_adv already

OAT DEC Circumference was wrongly configured through commonSteps, getting the same DEC Circumference as OAM. OAT has this set in configuration_adv already, thus it only necessary to configure for OAM in oamSteps.js
