What happened?

When trying to scroll through the configuration/settings menu on a smaller/lower resolution screen, the scroll control stops working prior to reaching the end of the content, so you can't access these items:

Reproduction

1. Navigate to Configuration via the gear/cog
2. If using a screen with a high resolution, zoom in until the content is truncated on the page.
3. Try to scroll the left-hand configuration menu, and note that you can't access the menu options at the bottom of the list.
