Why
Updates the repository and documentation branding to use the newly supplied banner artwork. Users will see the revised lockup automatically in light and dark themes.

python3 tests/test_render_dev_notes.pyscripts/build-docs.sh— completed with no issuessite/artifact locally and confirmed the homepage and replacement banner returned HTTP 200
