fix(cloud-gateways): Correct outbound DNS target IP instructions

Description

Corrects the Azure outbound DNS resolver instructions for the Target IP address field.

The current wording tells users to enter the IP addresses of outbound endpoint subnets.
This field instead expects the IP addresses of the remote DNS servers that resolve queries for the specified domain.
