Change quadratic code solver

Description of changes

Update the quadratic solver to make sure it's distinguished from copyrighted code. Remove the duplicated version in LUNA.

I have a few suggestions and otherwise I'm approving. I hope that the legal issues here will not hinder the progress of science.
