This lockfile-only update removes the direct tar dependency and bumps npm from 11.12.1 to 11.17.0. No issues were flagged.
I also included a few optional follow-up notes in the details below.

- [P3] package-lock.json:2976: This starts using npm-11-style lockfile metadata (
devOptional), but the repo still only pins Node via.nvmrcand doesn't declare apackageManager. That leaves local installs and theupdate-twist-sdkworkflow's plainnpm installfree to rewrite the lockfile differently depending on which npm major they run. Either regenerate with the repo's standard npm, or pin/upgrade the repo toolchain to npm 11 before landing this format change.

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [npm](https://github.com/npm/cli). These dependencies need to be updated together.
