PEP 405 is classified as a packaging PEP even though the reference implementation for virtual environments lives in the stdlib.
There are now 2 draft PEPs involving virtual environments: PEP 832 and 838. As the author of one of those PEPs I wanted to make sure that these should end up going to the PPC and not the SC based on how PEP 405 was classified.
