Remove CLR-Host-Notes.md, an unchanged development scratchpad introduced in #9572. Several recommendations are now addressed, while the remaining speculative ideas are not an implementation plan, making the document misleading as current guidance.

git diff --check passed. Tests were not run because this change only deletes a documentation file.

Remove the unchanged development notes introduced with the initial
CoreCLR hosting support. Several recommendations are now addressed,
while the remaining speculative ideas are not an implementation plan.

Reviewed the complete removal of the obsolete CLR hosting scratchpad and its material documentation, build and packaging references, including actual-target integration and a separate final independent-blocker pass. No high-confidence blocking issue remains.

Static source review only; no repository code, builds or tests were executed.
