Issue making the service public

I was able to register the broker with:

cf create-service-broker github-broker admin admin http://github-broker.10.244.0.34.xip.io

But I'm not managing to make the service plan public. Following the instructions, it doesn't seem to be finding the service:

cf enable-service-access github-broker
Enabling access to all plans of service github-broker for all orgs as admin...
FAILED
Service offering github-broker not found 

A bit of clarity on these last few steps would be great. Appreciate the help!
