The current records in the [inputs].[special_mgras] table identify "Group Quarters - Institutional Correctional Facilities" for Series 15 MGRAs. As we transition to Series 16, we need to add corresponding records for their Series 16 equivalents.

Review each MGRA and associated facility identified in the [inputs].[special_mgras] table and identify their Series 16 analogs.
