Changing Primary language does not change methods select list

Describe the bug

The key to the methods select list is having the primary language and data set/structure chosen. As soon as the datatype is chosen the methods list should change. But if you change the primary language but leave the data type as it was, then the methods select list does not update unless you change the data type again.

To Reproduce
Steps to reproduce the behavior:

1. Have a primary language chosen, as well as a data type
2. Change the primary language
3. Submitting the form will not display any code blocks
4. The methods list does not update

Expected behavior

The methods select should change if data type is already selected

Additional context

Add the functionality to check for data-type in localStorage, and if valid call the functionality for the methods select list in the primary language function

The selected method was persisting with a change in the data structure. I had commented out the function call for createOptions in handlePrimaryCheck. I also set the selected method in localStorage to '' in createOptions
