Add "Call for Sponsor", "Call for Speakers", and "Call for Volunteers" at the top of the page

Background

• We want to boost awareness for our calls for sponsors, speakers, and volunteers. Placing the three CTAs at the top of the page will make it easier for high-intent audiences to find these options without extra effort.

User Experience

1. If the user clicks the "Sponsor" button, the page will open https://tally.so/r/wLqXvO in a new tab.
2. If the user clicks the "Speakers" button, the page will open https://tally.so/r/rjBeN5 in a new tab.
3. If the user clicks the "Volunteers" button, the page will open https://tally.so/r/mBVZjA in a new tab.

Acceptance Criteria

1. Three buttons are added at the top of the page as shown in the wireframe.
2. Three buttons open to their respective link defined in the User Experience section.
3. Unit tests are written to test these behaviours.
